Germany: Revised communication manual; FATCA update

Germany’s central tax office (BZSt) on 13 April 2017, released a newsletter—Infobrief FATCA 02/2017—providing information about revising the communication manual, releasing XSD/XML schema files, transmitting FATCA returns in 2017, and receiving FATCA data by the IRS.

Part 3 of the communication manual that describes the data transmission through the ELMA interface has been revised in accordance with the IRS’s XML FATCA schema v2.0. Additionally, the newsletter notified that the: 

  • FATCA return transmission is not possible due to ongoing update work
  • Transmission of returns using the ELMA interface would start from 19 June 2017 onwards
  • Test runs for the new XML schema v2.0 would be possible in May 2017
  • Notifications sent by the IRS on receipt of FATCA returns would be processed by the BZSt and subsequently shared directly with the financial institutions
