BEPS Action 14 concerns proposals to make dispute resolution mechanisms more effective, and to improve the effectiveness of the mutual agreement procedure (MAP) in resolving treaty-related disputes.

According to today’s OECD release, the MAP peer review and monitoring process under BEPS Action 14 will be conducted in batches, with the first batch commencing in December 2016, and the first schedule of reviews—which comprises the reviews of Belgium, Canada, the Netherlands, Switzerland, the United Kingdom, and the United States—is now available. The schedule also identifies the developing countries for which the review has been deferred. The schedule will be updated periodically to include the remaining Inclusive Framework members. Taxpayer comments are due by 28 November 2016.
