U.S. Customs and Border Protection (CBP) today released for publication in the Federal Register a notice of proposed rulemaking that would amend the regulations concerning the requirement to file a Toxic Substance Control Act certification for imports into the United States of chemicals in bulk form, or as part of mixtures, and imports of articles containing a chemical or mixture.
The proposed regulations [PDF 248 KB] allow for electronic certification filing. Other changes are intended to clarify and add certain definitions, and to eliminate the paper-based blanket certification process.
The notice of proposed rulemaking will appear in the Federal Register on Monday, August 29, 2016. Comments about these proposals must be received on or before a date that is 30 days after August 29, 2016.
