Civil society organizations (CSOs) are at the frontlines of today’s most important development challenges and often work in difficult political, regulatory and humanitarian environments. In recent years, CSOs around the world have been experiencing increasing government restrictions on their activities. To prepare for these challenges, CSOs must use all tools at their disposal to ensure the sustainability and effectiveness of both their programs and mission.

KPMG is pleased to present the Civil Society Risk Matrix, a tool designed to provide a deeper understanding of the amount of government activity affecting CSOs in terms of recently enacted or forthcoming legislation or regulations, and its significance for the CSO operating environment in 40 countries.

While government requirements and restrictions vary by country, they typically fall into one or several of the following categories:

  • internet and cyber security
  • access to foreign funding 
  • national security and counterterrorism
  • restrictive tax regulations
  • other barriers to operational activity.

With the adoption of the Global Goals for Sustainable Development, we have the ability to eradicate extreme poverty and create opportunities for the billions of people to live productive and healthy lives. CSOs are critical to achieving this mission and we hope that the Civil Society Risk Matrix can help strengthen global efforts to make it a reality.
