The new 2016 guidelines, Physical Security Guidelines for CBP Bonded Facilities [PDF 474 KB], replace the previous rules that were part of the Standards for Cargo Security. An updated version of the new guidelines, issued to enhance the security of the cargo being stored at these facilities, notifies ports that among other security items, facility employees are to be screened by facility operators via the E-Verify system so that it can be determined that these employees are authorized to work in the United States. The new version replaces T.D. 72-56 in the CBP Bonded Warehouse Manual and the CBP Foreign-Trade Zones Manual.
