FATCA: Text of IGAs with Qatar, Kosovo

The Treasury Department has updated its FATCA webpage by adding text of two intergovernmental agreements (IGAs) signed in 2015—one signed between representatives of the United States and Qatar in January 2015 and the other with Kosovo, signed in February 2015.

Both are listed as Model 1 IGAs on the Treasury website (as of March 4, 2015).

Other developments

The IRS today issued a transmittal message, announcing the following updates relating to international data exchange service (IDES):

  • The IDES data preparation process uses an “Enveloping XML Digital Signature” and a sample enveloping signature file has been added to the digital signatures for data preparation webpage.
  • The IDES User Guide has been updated for March 2015 and includes user enhancements and additional instructions.
