Gary is currently the Head of KPMG Global Infrastructure’s Capital Projects Leadership practice and has been a practicing Professional Engineer for more than 30 years. He has specialized in the organization, procurement and implementation of large scale infrastructure projects and, in doing so, he has worked for both public and private sector participants. Gary has led the business case assessment, procurement and contract implementation stages for a number of very large public infrastructure programs that have included all forms of contracting from conventional delivery through to some of the largest partnership transactions. His experience includes setting up program optimization systems, managing through the regulatory processes, risk assessment, obtaining government approvals, business case development, producing contract and procurement documentation, managing the selection process, engineering design, construction supervision, asset management, revenue collection systems and maintenance management. This experience has been gained across a variety of infrastructure sectors, including power, institutional, mining, health, marine, transit, highway and bridges and water and wastewater.
