Eric has 10 years of experience in KPMG’s Global Infrastructure Advisory practice in Toronto. His focus since joining the team has been on assisting public sector clients (municipal, provincial/state, and federal) in both Canada and the United States with respect to the planning, procurement and delivery of major infrastructure projects. He has advised several provincial and state authorities on the structuring and development of large, complex projects including Infrastructure Ontario, Alberta Infrastructure and the Texas Department of Transportation. More recently, Eric has been focused in the municipal sector assisting clients with the development of business cases for major capital projects and in many instances assisting with their applications for additional government funding (e.g., P3 Canada Fund, NBCF). He is currently working with Infrastructure Ontario and the City of Toronto on a number of projects. Eric is well-versed in the principles of infrastructure planning, procurement and development. His main focus has been public-private partnerships and other alternative delivery approaches for large-scale infrastructure projects spanning a broad spectrum of sectors including transportation, healthcare, education, corrections and wastewater. Over the last ten years, he has provided financial and transaction advisory services on 17 DBF(O)M projects that have successfully achieved financial close in Canada and the U.S. (plus another 16 BF/DBF projects) totaling almost $8.5 billion in capital costs and is currently advising another 2 projects that are in the planning or procurement stages. He has extensive experience in detailed financial analysis and modeling, is well-versed in the principles of Value for Money (VFM) analysis across a number of jurisdictions and has in depth knowledge of the Canadian infrastructure market having developed and implemented procurement strategies and processes for almost all of these projects. In addition to this direct transaction experience, Eric has also advised federal, provincial and municipal governments on various strategic and commercial issues related to infrastructure planning and development.
