Jesse Eggert advises multinational corporations on U.S. international tax aspects of their structures, operations, and transactions. He specializes in consulting and advising on issues related to international tax policy and tax reform, base erosion and profit shifting (BEPS) implementation, and the interpretation and application of tax treaties.

Prior to joining KPMG, Jesse was a Senior Advisor on the BEPS Project of the Organisation for Economic Co-operation and Developments Centre for Tax Policy and Administration. In addition to serving on the co-ordination team for the BEPS Project, Jesse led the group’s work on the taxation of the digital economy. He also led negotiations by 99 countries on a multilateral instrument to implement BEPS-related tax-treaty modifications.

Prior to joining the OECD, Jesse served the U.S. Department of the Treasury for seven years as an attorney-advisor and later as associate international tax counsel in the Office of Tax Policy. At Treasury, he was responsible for developing U.S. international tax guidance and regulations, including guidance on inbound taxation, tax treaties, the prevention of tax evasion, and the taxation of sovereign investors. He was among the principal drafters of regulations and other guidance, as well as model intergovernmental agreements (IGAs), to implement the tax reporting and withholding provisions commonly known as FATCA. He also negotiated tax treaties, tax information exchange agreements, and FATCA IGAs with a number of jurisdictions. In addition, he represented the United States before the OECD as delegate to Working Party No. 1 (relating to tax treaty matters), a subgroup addressing permanent establishment issues, and Working Party No. 10 (relating to the exchange of information). While at Treasury, Jesse also served as an adjunct professor at Georgetown University Law Center, specializing in tax treaties.

Earlier in his career, Jesse worked for several Washington, DC based law firms. He has also been an Adjunct Professor at the Georgetown University Law Center, where he taught an annual class on tax treaties.

Jesse is a frequent speaker at conferences on U.S. international tax issues, including BEPS. He is a member of the District of Columbia Bar Association. He has a JD degree, magna cum laude, from Cornell Law School and an AB degree with distinction in the College Scholar Program at Cornell University.
