The Organisation for Economic Cooperation and Development (OECD) released a document, approved by the Inclusive Framework on BEPS (base erosion and profit shifting) that will form the basis of the peer review of the Action 6 minimum standard on preventing the granting of treaty benefits in inappropriate circumstances.
As noted in the OECD release, the BEPS Action 6 minimum standard is one of the four BEPS minimum standards. Each of the four BEPS minimum standards is subject to peer review to determine timely and accurate implementation and thus safeguard the “level playing field.” All members of the Inclusive Framework on BEPS commit to implementing the minimum standards and participating in the peer reviews.
The peer review document [PDF 433 KB] forms the basis on which the peer review process will be undertaken. The document includes the criteria for assessing the implementation of the BEPS Action 6 minimum standard, and the procedural mechanism by which the review will be conducted.
