Due to aggressive cost-cutting measures, PPP projects are becoming a way of life in the United Kingdom—especially in the defense sector. To date, the Ministry of Defense has established close to 50 PPP initiatives to help support their public sector initiatives. One key application has been in the building of garrisons, which includes accommodations, offices, and related infrastructure. The largest of these is the £1B redevelopment of Colchester Garrison, home of the 16th Air Assault Brigade.

KPMG was able to help guide to a close the 35-year deal in which the contractor is responsible for major new builds on the site, including the workshops, training facilities, recreation facilities, administration blocks and accommodations that serve the garrison’s 3,500 military and 700 civilian personnel.

The major advantage: The risks associated with design and construction, ongoing maintenance and financing are transferred from the Ministry of Defense to the private parties.
