The President of Russia recognized Mikhail Orlov's achievements in developing budget and tax legislation.
Head of Tax and Legal of KPMG in Russia and the CIS Mikhail Orlov received a certificate of appreciation from the President of Russia. Vladimir Putin recognized Mikhail's achievements in state-building, budget and tax legislation development, as well as his active social and political work.
Mikhail Orlov has been dealing with tax issues for over 20 years. In addition to working for clients, he also teaches Financial Law at the Higher School of Economics (State University – Higher School of Economics), heads the expert council at the Budget and Tax Committee of the State Duma and is a public ombudsman on tax issues. Mikhail was one of the authors of Part 1 of the RF Tax Code and a number of amendments to tax legislation, in particular those related to improving tax administration measures (No.137-FZ), introduction of application-based rules of VAT reclaim (No. 318-FZ), etc.
