In his February 2016 Budget Speech, the South African Minister of Finance announced a “Special Voluntary Disclosure Programme in respect of offshore assets and income” (“SVDP”).
With CRS on the horizon, the age of total transparency has arrived for South African taxpayers and Exchange Control (“Excon”) residents who might have received previously undeclared (offshore) income from unauthorised assets held abroad.
Different to the 2003/04 Amnesty and the 2010/11 Voluntary Disclosure Programme (“VDP”), the SVDP is complex in design with a very limited application window (1 October 2016 – 31 March 2017). Furthermore, the disclosure of the so-called “seed capital” will require SVDP applicants to provide historical banking information going back many years. Accordingly, time is of the essence.
