Police, security and governance systems

The services are aimed at national and international actors involved in building and effective and accountable police, security and governance systems. KPMG Norway's experience covers a number of policy and operation fields, ranging from Security Sector Reform (SSR), to Countering Violent Extremism (CRV).

Our SSR services focuses on police and governance reform, while our CVE approach is to build capacity to prevent and investigate incidences of corruption and money laundering.

Our core team:

Jan Erik Gran Olsen is head of Risk Consulting in KPMG Norway. He has above 20 years of experience within investigations, litigation support, special audits, police reform, anti-corruption, compliance and fraud prevention and awareness. He has worked on a large number of investigations covering areas such as fraud, embezzlement, corruption, asset tracing and investigations related to foreign corrupt practices and money laundering regulations. In Malawi, Jan Erik provided technical support to the Malawi Police Service and specialized oversight bodies, including the Anti-Corruption Bureau, in the investigations concerning the Cashgate scandal.

Prior to joining KPMG, Jan Erik was head of PwC Forensic Services in Oslo from 2002. From 1997 he worked as Detective Chief inspector at The National Bureau of Crime Investigations (Kripos), Homicide Investigation Division (Investigation management). Jan Erik is a graduate of the Norwegian Policy Academy and has an MBA from the Norwegian School of Management.

Torbjørn Sande is an Executive Advisor for police reform and security services at KPMG Norway. Sande has extensive experience with a broad range of police related issues from major crime investigation to security sector reform both nationally and internationally. He has 35 years' experience from the Norwegian police force, including 14 years’ work with the National Criminal Investigation Service (KRIPOS) as a crime investigator and a leader of tactical investigative teams. Internationally, Torbjørn has worked with police reform, investigation and research, needs assessments etc. in the Balkans and Africa. In the mentioned areas, he has offered an expert advice to a number of clients, including the EU, UN, OSCE, African Union, the Truth and Reconciliation Commission in South Africa, the Government of Serbia, Norwegian Ministry of Foreign Affairs, and the Norwegian Institute of International Affairs (NUPI).

In Serbia, as the head of the OSCE’s Law Enforcement Department, he had the overall responsibility for the coordination of the international assistance to the Serbian police reform. Moreover, Sande was involved in the challenging negotiation process between Serbia and Kosovo.

Geir Sundet is a Senior Manager in KPMG Norway's International Development Advisory Services (IDAS). He has 20 years of experience from international development and public reform. His specialty areas are within anti-corruption, public reform management and political economy analysis. He has extensive experience of reform design, implementation and evaluation, including in fragile states and has worked for 12 years in Eastern Africa.

Geir has managed designed and managed complex development programmes for the United Nations, USAID and DFID. He has also worked three years with the Office of the Auditor General of Norway, where he was responsible for the ongoing risk analysis of the portfolio of the Ministry of Foreign Affairs. He has strong analytical skills and has published widely on international development. He has a doctorate in Politics from the University of Oxford.
