National authorities and public sector organisations are increasingly resorting to partners from the private sector for provision of public services and implementation of infrastructure projects. Public-private partnership (PPP) allows to draw on the experience and competences of businesses, ensure optimal sharing of risk between public and private sectors and to reduce implementation costs, thereby yielding bigger socio-economic benefits for society from projects implemented or services provided. 

However, successful implementation of PPP requires thorough preparation of both private and public sectors and assurance of effective process for partner selection and partnership implementation.

We provide consultations on PPP project implementation issues to representatives of both public and private sectors.

  • Preparation of feasibility studies, investment projects and cost/benefit analyses on the basis of methodologies approved by the Central Project Management Agency and the European Commission;

  • Analysis of tender conditions and identification of potential financial, accounting, tax and legal risks;
  • Process coordination from submission of applications to conclusion of a contract with a public-sector body and financial close;
  • Consultations on financial, accounting, tax and legal issues;• Financial simulations, development of financial models and review/evaluation of  the models developed;
  • Consultations and representation services on financial, accounting, tax and legal issues during meetings with the contracting authority and/or interested parties;
  • Consultations and representation services on issues related to raising financing, including organisation of meetings with potential financers, analysis of proposals, preparation/review of letters of intent and/or financing contracts;
  • Support and consultations on initiation of PPP;
  • Other related consultations.
