Kamal is an Associate Director in KPMG’s International Development Advisory Services (IDAS) unit. He has, over the last 10 years, been engaged with many of IDAS Africa’s key engagements which has included design, set-up, delivery and oversight of these large development programmes funded by bilateral donors including DFID, Danida, SIDA, USAID amongst others. These programmes cover several sectors including climate change & resilience, governance & accountability, financial inclusion, private sector development and public health.

Kamal was the engagement director for the just concluded DFID funded GBP 140 million Building Resilience and Adaptation to Climate Extremes and Disasters (BRACED) programme designed to improve climate resilience in 13 countries (Burkina Faso, Chad, Ethiopia, Mali, Mauritania, Niger, Senegal, Burma, Nepal, Kenya, South Sudan, Sudan, and Uganda) (www.braced.org). The programme successfully built the resilience of over 5 million people in these geographies and also piloted an innovative component which engaged governments in policy dialogue drawing on lessons from programme implementation. Kamal was the Engagement Director for the DFID funded Strategic Climate Institutions Programme (SCIP) which was a US$25 million fund designed to build Ethiopia’s institutional capacity to respond to climate change across government, civil society organizations, academia and international development partners. Kamal has supported the KPMG managed DFID funded global GBP 33 million Forest Governance, Markets and Climate (FGMC) programme.

Kamal was key in turning around the fund management processes for the DFID funded GBP 30miilion International Growth Centre (IGC) programme at the London School of Economics and Political Science (LSE) for its research and policy engagement activities in 11 IGC partner countries in Africa and Asia. He was also engaged in the proposal development and planning for the programme management of the GBP 30 million Energy and Environment Partnership Programme (EEP) which was funded by DFID, Finland and Austria. Kamal led the fund management team for the National Civic Education Programme (NCEP) which was a USD 13.5 million multi-donor basket fund (DFID, USAID, CIDA, SIDA, Netherlands, DANIDA, Finland and Norway). This KPMG managed programme supported civil society organisations (CSOs) in governance and accountability interventions and civic education activities. He has also been an advisor on the set-up of the programme management processes for the Dutch funded Public Accountability in Tanzania Innovation Fund (PATA) which was a Euro 8 million fund to develop innovative approached designed to address issues of public accountability that constrain the implementation of local level development initiatives. Kamal has also led KPMG’s Local Fund Agent (LFA) services for the Kenya, Sudan and South Sudan programmes for the Global Fund to Fight Aids, Tuberculosis and Malaria. Kamal supported the KPMG Trustees appointed to the Financial Sector Deepening Trust (FSD) in Kenya. FSD is a successful long-term programme, established in early 2005 to support the development of financial markets in Kenya as a means to stimulate wealth creation and reduce poverty. Kamal has also undertaken financial management enhancement reviews for UNAIDS country offices in Ethiopia and Eritrea.

Kamal also has extensive experience in leading other development advisory services to donors, governments and civil society in capacity and organisational development, programme performance reviews and oversight, organizational reviews, project/programme evaluations, value for money reviews, corporate restructuring, financial advisory and accountancy/audit services.

His experience covers Burkina Faso, Ethiopia, Eritrea, Kenya, Mali, Mozambique, Namibia, Nepal, Mauritius, Rwanda, Senegal, South Sudan, Sudan, Tanzania, Uganda and the UK.

Kamal is a fellow of the Association of Certified Chartered Accountants (ACCA) and has a Master of Science (MSc) degree in Sustainable Development from the School of Oriental and African Studies (SOAS), University of London, UK.
