The Danish Road Directorate (Vejdirektoratet)

The Danish Road Directorate's Traffic Centre, which is responsible for monitoring and managing the traffic on the roads, has been through a major digital transformation this past year. This is in line with the Directorate's strategy on "Road-user takes centre stage" and "Arriving safe and easy". By way of a new strategic IT system, improved work processes, access to new real-time data and a new state-of-the-art Traffic Centre, the Centre is now even better equipped to give road-users actual and precise traffic information.

This transformation is the result of a wide range of requirements, which the Directorate wanted to have fulfilled in order to realise their strategy. Until recently, the high-technology Traffic Centre was supported by an old traffic information system and a number of support systems that hampered efficient traffic and case management. In addition, the Directorate had an urgent need for help to manage the daily quality assurance of the operative outsourced function.

Strategic digitalisation
With a unique combination of knowledge of the public sector and in-depth insight into the Directorate, KPMG's consultants have assisted within a wide range of advisory services. These include among other things defining the strategy, which forms the basis for the digital transformation and which has taken the Directorate from being a supplier of infrastructure to being Traffic Managers – suppliers of traffic information – for the benefit of the road-user.

In addition, since July 2015 KPMG has been responsible for the entire "enterprise management" and project management of the digital transformation and has ensured that the transformation was in line with the planned objectives. This included among other things test management, implementation assistance, regular dialogue with e.g. end users and the systems supplier as well as ensuring profit taking. A case in point has been to ensure that the new traffic information system's redesigned case management also resulted in uniform, flexible and efficient work processes.

During the process, the Directorate's Traffic Centre moved to the new state-of-the-art Traffic Tower on Carsten Niebuhrs Gade in Copenhagen SV.

During the close cooperation with the Directorate, KPMG has also for a period been responsible for management of the operative running of the Traffic Centre as well as management of the Directorate's operative traffic centre function. This included among other things ensuring performance according to KPI goals, ensuring high quality in the day-to-day work processes as well as assistance with implementation of the Directorate's new Live TV concept.

The clear choice
Consequently, it has required a customised range of advisory services to assist the Directorate with bringing the new Traffic Centre successfully through the transformation.

Commenting on the cooperation and KPMG's role in the programme, Jakob Blicher-Hansen, Partner in KPMG says, "Due to KPMG's constant focus on the challenges of the public sector, our ability to solve complex tasks, our unique insight into the Directorate as well as own experiences from abroad we were the clear choice in this case. We are incredibly pleased with our cooperation with the Directorate and proud to be able to help drive their strategic projects."
