On 3 May 2013, the legislative affairs office of the State Council of the People’s Republic of China released an exposure draft of the ordinance on the administration of entry and exit of foreigners in China (’exposure draft’) on its official website, asking  the public to submit comments by 3 June 2013. 

The exposure draft sets out new visa types and requirements, a detailed definition of illegal employment and introduces changes to the residence permit application process. These changes will require Human Resources departments to review their existing policies and practices to ensure they are prepared for the new ordinance, which may become effective on 1 July 2013.
